November 1887 – Provisional issue, surcharged in black, hand stamped overprints, Perf 12. Stamps Nos.9-12 overprinted “T3” or “R” in black.

The meaning of these overprints is not quite clear. It is thought the “R” stands for “Requisition” and that the stamps so overprinted were used on requisitions (orders) to forms with which there was a special arrangement for free delivery of such requisitions to them.

The “T3” stamps is would seem were used on requisitions which failed to comply with the conditions of the arrangement referred to. In all probability “T” was for “Taxe” (internationally used in connection with insufficiently stamped mail) and “3” for the postage due.

Both stamps were used in “Fricorrespondence” (postage pre-paid letters, cards, etc.)
